Problem & Objective:

The Empower OC grant project aims to tackle persistent economic and workforce inequities in Orange County by addressing labor shortages and representation gaps in the business and education sectors, particularly among Latino and other underrepresented populations. Despite the region’s overall wealth, significant poverty and affordability challenges exist, compounded by demographic shifts forecasting a growing Latino population that remains underrepresented in high-skill, high-wage careers. The project partners with Santa Ana College to expand dual enrollment pathways in the Global Entrepreneurs & Leaders and TEACH OC programs, integrating hands-on learning, certifications, AI and VR tools, and work-based experiences to prepare students for in-demand careers. Empower OC focuses on closing equity gaps by supporting disproportionately impacted students—including English learners, foster youth, and socioeconomically disadvantaged youth—through mentoring, tutoring, internships, and leadership development. The initiative aligns with regional labor market data and the Strong Workforce Program to ensure students gain the skills and credentials needed for sustainable employment while increasing diversity and inclusion in key industries.

Plan & Strategies:

The Empower OC work plan focuses on enhancing K14 pathway quality through aligned curriculum and work-based learning strategies within the Global Entrepreneurs & Leaders (GEL) and TEACH OC career pathways. The project implements industry-aligned CTE curriculum with sequential courses, dual enrollment, certifications, and access to industry-standard materials, ensuring students develop the skills needed for high-wage, high-demand careers. Work-based learning components include guest speakers, field trips, internships, and job shadowing, providing equitable hands-on experiences across diverse student groups. Leadership development through FBLA and FCCLA chapters, along with technology certifications in Microsoft Office and leadership modules, further prepare students for the workforce. Ongoing collaboration with advisory councils and Santa Ana College ensures curriculum and work-based learning remain aligned with industry standards and regional workforce needs, with measurable outcomes tracking student participation, skill acquisition, and career readiness.
